ok so there's the difference. even if I do a non prec approach or even the mentioned visual, i'm still under IFR rules, here.

Cat 1 is just like a non prec, the minima just are less and there is no MISAP point, as minimum is when you need to see, if no see, you go bye bye.

yeah, ok back to turbo normalizing at 18.000 ft

Indeed! Cat III landings can be done zero-zero. Like at Heathrow. One British Airways captain I know always marveled at Cat IIIs. They literally have no visual cues. Only way they knew they had hit terra firma was the braking and spoilers deploying.
